Enrique Oteiza

Former Director

Enrique Oteiza’s professional life was always concerned with higher education and research, particularly with ensuring the autonomy of research and respect for democratic principles. He was responsible for furthering independent research capacity in Latin America, for example, in his founding roles with the Bariloche Foundation and the UNESCO Regional Centre for Higher Education in Latin America and the Caribbean in the 1960s and 1970s. During his time at UNRISD, his research focused on migration and poverty, following on from his previous work on immigration to and emigration from Argentina. After leaving UNRISD, he became Director of the Gino Germani Research Institute at the University of Buenos Aires.
