Jorge Vargas Cullel

Jorge Vargas Cullel holds a PhD in Political Science from the University of Notre Dame, USA, and is currently Deputy Director, Programa Estado de la Nación, Costa Rica. He is writing a paper for UNRISD on Developmental State Capacity and Institutional Reform in Costa Rica.
His publications include Measuring Success in Democratic Governance (co-authored); The Political Culture of Democracy, Costa Rica (co-authored); "Democracy and the Quality of Democracy: Empirical Findings and Methodological and Theoretical Issues Drawn from the Citizen Audit"; The “Quality of Democracy Concept”; and “Urban Social Movements in Costa Rica during the Eighties”.
